Out-of-State and Out-of-Country Certified Teachers
All Out-of-State and Out-of-Country certified teachers must:
1) Apply for a Review of Credentials through the State Board for Educator Certification (SBEC) Online System;
2) Pay a non-refundable $177 fee for a Review of Credentials by SBEC;
3) Pass a criminal background check including a national fingerprint based background check, and;
4) Pay a $42.25 SBEC fingerprint processing fee
If you qualify for Texas certification based on the Review of Credentials, you may:

- Pay a $52 fee for a One-Year Certificate if you are currently employed by a Texas school district and HAVE NOT met Texas examination requirements;
or
- Pay a $77 fee for a Standard Certificate if you are currently employed by a Texas school district and HAVE met Texas examination requirements.

The One-Year Certificate allows the teacher one school year to complete the TExES/ExCET exams. At the end of one school year, the educator must verify completion of at least two TExES/ExCET exams, a Pedagogy and Professional Responsibilities exam and at least one content specialization exam. Other exams (TOPT, TAS, TASC-AL) may be required for specialized endorsements.
Out-of-State Certified Teachers
All Out-of-State certified teachers must also submit the following documents to SBEC:
- Copies of the front and back of all educator certificates issued by another state or U.S. territory, and;
- Official transcripts of all college credits, bearing the seal and signature of the college registrar.

Out-of-Country Certified Teachers
All Out-of-Country certified teachers must also submit the following documents to SBEC:
- An original, course-by-course evaluation for professional licensing of all college-level credits prepared by an acceptable credential evaluation service. The evaluation must be signed by an authorized representative of the evaluation service and must verify that the applicant:
- Holds the equivalent of a bachelor’s degree granted by an accredited institution of higher education in the United States, including the month, day, and year that the degree was conferred;
- Has completed an educator preparation program, including a teaching practicum; and
- Holds an appropriate educator certificate or credential issued by another country, including effective date and the validity period of the certificate, certification area(s), and grade level(s).
- An original written statement provided by the authorized licensing agency in the issuing country that the credential is in good standing, and has not been revoked, suspended, or sanctioned for misconduct and is not pending disciplinary or adverse action. The statement must be in the English language and must be accompanied by a translation in English from an approved credential evaluation or translation service;
- Documentation of immigration/citizenship status; and
- Documentation of English language proficiency.
